William Ray authors study on Identity Theft 2010: Civil Liabilities and Regulatory Red Flags
William Ray recently authored Identity Theft 2010: Civil Liabilities and Regulatory Red Flags, a study of developing law of responsibility for data breaches and releases of private information leading to identity theft claims. The paper also explains the federal government's "Red Flags Rule," which is scheduled to become effective June 2010. That rule will require covered creditors and financial institutions to adopt and maintain "identity theft prevention programs." William delivered a lecture on these issues in March 2010 at the Defense Research Institute's Strictly Retail seminar in Chicago.
