Todd Hartley Publishes University of Florida Journal of Law & Public Policy Article

Todd Jefferson Hartley’s article, Handshake Deals: The Future of Informal State Agreements and the Interstate Compacts Clause, was recently published in the University of Florida Journal of Law and Public Policy. The article discusses the phenomenon of informal state cooperation to solve social problems when the federal government is either unwilling or unable to act and analyzes whether such cooperation is constitutional under the Interstate Compacts Clause. Specifically, the article discusses the Western Climate Initiative, an interstate cap and trade program which will begin heavily regulating almost a third of the North American economy on January 1, 2012. Hartley is a 2007 graduate of Mississippi College and a 2010 graduate of Vanderbilt University Law School.
